Srinagar Feb 05: The J&K government Wednesday appeared to backtrack from its own ban on extensions as it extended the term of the outgoing chairman of the Board of School Education (BOSE) by another month, taking many by surprise.
The order in this regard was issued by the Financial Commissioner School Education Department (SED), Shantmanu.
The order to grant extension was issued in continuation to the government order number 55-JK (Edu) of 2023, dates February 23 of 2023.
"Sanction is hereby accorded to the grant of extension in the term of Dr. Parikshat Singh Manhas as Chairman JKBOSE and Director SCERT, for a further period of one month," the order reads.
As per the order, the one month extension will however come into effect from the date of expiry of his previous term- January 24 of 2025.
The move comes barely two months after the Jammu and Kashmir chief minister on December 3 of 2024 ordered a complete ban on re-employment, extensions, additional charges and attachments in the departments.
He issued these directions while chairing a high-level meeting at the Civil Secretariat to review the functioning of the General Administration Department (GAD).
However, the School Education Department (SED) granted extension to the incumbent chairman JKBOSE while the process for appointment of new chairman is already underway.
Notably, the extension was granted by the government after a gap of 11 days post expiry of the two-year term of incumbent chairman.
The incumbent chairman Prof. Parikshat Singh Manhas was appointed as the Chairman JKBOSE on January 25 of 2023 on a deputation basis for a period of two years. As per the order, his appointment came into effect "from the date of the issuance of the notification of his appointment."
As per set norms, the incumbent chairman was demited his office on January 25 of 2025.
The J&K government on December 13 of 2024 reconstituted a search committee for recommending the panel of the candidates for the appointment as Chairman JK Board of School Education (BOSE) and the Director Jammu and Kashmir State Council of Educational Research and Training (SCERT).
As per the government order, the committee is headed by Administrative Secretary Agricultural Production Department as its chairman while the Administrative Secretary of School Education Department (SED), GAD and Higher Education Department (HED) will be the members of the committee.
The other two members of the search committee are Vice Chancellor University of Kashmir (KU) and Vice Chancellor University of Jammu (JU).
