Amid infrastructural gaps, Economic Survey highlights
progress of SED

Srinagar, March 06: The Economic Survey which was tabled by the J&K government in the Legislative Assembly for on Thursday has projected notable progress in the School Education Department (SED) while highlighting infrastructural expansion, implementation of the National Education Policy (NEP) 2020, and digital advancements aimed at improving the education system.
Despite acute shortage of
infrastructure in schools, the survey has projected completion of civil works
and equipping facilities in schools.
The survey has projected implementation
of a transparent transfer policy which is executed through an online mode to ensure
fair and efficient placement of teaching staff.
Contrary to it, scores of
teachers are posted in very hard zones for more than two years, in violation of
the transfer policy. Scores of the teachers have been shifted from one school
to another school on verbal directions of the Chief Education Officers (CEOs) as
well.
According to the survey, a
total of 1050 infrastructure projects have been completed during 2023-24,
encompassing civil works and facility enhancements under the Union Territory
Capital Expenditure (UT Capex) and Samagra Shiksha.
However the survey has no
mention about hundreds of buildings on which the construction work has been stopped
in midway at different levels. The survey finds no mention of schools which are
operating from shabby rooms hired on rent by the department.
The survey highlights that 720
civil works, including the establishment of kindergartens (KGs), have been completed
in 2024-25 (up to November 2024), with a target of 3,000 more set for
completion within the same financial year.
Contrary to the rosy
picture projected by the survey, scores of primary schools and upper primary
schools are facing acute shortage of classrooms for the students. Students of

The survey states that the
education department has established 2000 kindergartens while 3500 more are in
the process of being set up during 2024-25, to strengthen Early Child Care
Education (ECCE).
"These kindergartens
are being equipped with child-friendly furniture and other essential learning
tools. Moreover, 13,804 AAYAs/helpers have been engaged to support pre-primary
sections across the region," it reads.
As per the survey JK State
Council of Educational Research and Training (SCERT) has played a pivotal role
in conducting NEP 2020 webinars and professional development training programs
for teachers.
Further, the survey reveals
that government has established over 11,000 youth clubs to encourage
extracurricular activities and holistic development among students.
"Under the Students Mentorship
program (STEER), launched in 2022-23, around 40522 teachers have been engaged
in mentoring 5.11 students for their academic and personal guidance," it
reads.
The survey also highlighted
the up gradation of 396 schools under the PM-SHRI scheme—233 under Phase I, 156
under Phase II, and seven under Phase III.
"The ongoing
upgradation process in the 233 schools approved in Phase I includes the
establishment of 45 Atal Tinkering Labs and 159 STEM (Science, Technology,
Engineering, and Mathematics) labs, which are nearing completion," it
reads.

The survey reads that the JK
Attendance App has been also rolled out to record the attendance of teachers
and non-teaching staff, capturing their coordinates for real-time monitoring.
"The
initiative has been taken to enhance accountability," it reads.
