Primary duty of teachers to provide quality education: Shantmanu, asks DCs to restrict deployment of teachers

'Schools already teacher deficient, attachment in offices hampers academics'

Srinagar, April 17: The J&K government has taken a strong note of the deployment and attachment of teachers in offices by the Deputy Commissioners (DC) across Jammu and Kashmir.

The Administrative Department has asked all the DCs restrict such attachment of teachers as it deviates the teaching community from their primary role.

The Financial Commissioner (Additional Chief Secretary) School Education Department (SED) Jammu and Kashmir Shantmanu has issued circular instructions in this regard saying that the deployment and attachment of teaching staff in offices other than educational institutions was hampering the academics of the students.

The Financial Commissioner SED has further said that the primary duty of teaching staff was to provide quality education to students "for which they have been appointed by the department and shall not divert the, core role."

In this regard, all the Deputy Commissioners (DCs) have been asked to restrict the deployment, attachment of teaching and non-teaching staff from schools in other offices.

"It is impressed upon all the Deputy Commissioners of J&K UT to restrict the deployment, attachment of educational staff (Teaching/Non-Teaching) to ensure and maintain stability, fairness and the effective functioning of the educational institutions in all the districts across Jammu and Kashmir," reads a circular issued by Financial Commissioner SED.

The circular instructions have been issued at a time when scores of teachers are deployed in different sections of the DC offices, SDM offices and Tehsil offices.

"It has been observed that the teaching staff of School Education Department are being deployed and attached by the Deputy Commissioners of J&K UT in various offices for administrative works and other tasks without prior approval and information of their Administrative Department," the circular reads.

The Administrative department has said that the department was already facing acute shortage of teaching staff in schools while the deployment of the teaching staff in the offices other than educational institutions results in hampering of academics of students.

"In case of requirement of staff, the matter should be referred to the Designated Authority viz Directorate of School Education or Administrative Department," the circular reads.
