SED warns employees of action for planning foreign visits without seeking prior permission

'Foreign visit cases of employees must be submitted one month prior to intended date of departure to ensure consideration of such request by Administrative Department'

Srinagar, Sept 10: The School Education Department (SED) has warned its officers and officials of  strict action for planning their private foreign visits without seeking prior approval from the competent authority.

The instructions have been issued as the administrative department observed that some officials were leaving the country in violation of established rules.

Secretary SED, Ram Niwas Sharma in a circular issued in this regard stated that the government has already laid down a clear procedure for granting permission to its employees for foreign travel on private affairs.

"As per the norms, station permission for proceeding abroad is to be granted by the respective Administrative Department in the same manner as leave for travel outside the country. The Finance Department, through Circular No. A/46(2027)1-862 dated February 21, 2019, has also framed detailed guidelines to ensure employees seek approval before undertaking such trips," the SED circular reads.

It reads that the many employees of subordinate offices under School Education Department (SED) continue to proceed on foreign visits without prior clearance.

"In several cases, the department has received recommendations from Heads of Departments seeking post-facto sanction for such travel, undermining the very purpose of the instructions," it reads.

Secretary SED has stated that many Heads of Departments forward cases of foreign visits at the last moment, often "without complete details or the required documents, which makes consideration of such requests difficult."

Secretary SED has impressed upon all officers and officials of the department strictly adhere to the instructions issued on the subject or traveling outside the country and desist from undertaking any foreign  visits on private affairs without prior approval of the Administrative  Department.

"...Failing which disciplinary proceedings shall be initiated against the employees," it reads.

The heads of the department  have been instructed to submit foreign visit cases as per the check list complete  in all respect "at least one month prior to the intended date of departure" to ensure consideration of such request by the Competent Authority to the Administrative Department.
