Detachment of teachers from offices: DSEK pulls up CEOs, HoI for poor implementation of orders

'Continuation of teaching staff in offices despite orders reflects non-seriousness of CEOs, DDOs and HoIs'

Srinagar, Feb 21:

The Directorate of School Education Kashmir (DSEK) has pulled up the Chief Education Officers and Heads of the Institutions (HoIs) over the poor implementation of orders issued regarding detachment of teaching staff from offices.

On February 21 of 2025, the DSEK issued a fresh order for repatriation of teaching staff to their original place of postings with the directions to the CEOs to furnish the compliance report to the Directorate.

"The teaching staff deployed for administrative works in different offices was recalled with the directions to report to their original place of postings in December 10 of 2021 while another was issued by DSEK in July 1 of 2024," the order reads.

It reads that despite clear cut instructions, it has come to notice of the Directorate that a number of teaching officials have been made to continue in different offices within or outside parent department for administrative works on one pretext or the other without obtaining prior approval of the Directorate.

"Continuation of teaching staff in different offices for administrative works despite orders conveyed from time to time reflects non-seriousness on the part of CEOs, Drawing and Disbursing Officers and HoIs who have failed to get the orders implemented on ground," the order reads,

It reads that the CEOs should ensure that these teachers report back to their original assignment of Teaching for which they have been employed in the SED.

"In order to ensure full compliance of the orders issued from time to time, it is hereby ordered that all the teaching staff (Lecturers,  Masters, Teachers) working in different offices within or outside parent department for administrative works in contravention of their Job Profile, without formal orders of administrative department or DSEK, shall report to their substantive place of posting in Educational institutions without fail," the order reads.

It further reads that the non-teaching staff of SED working outside parent department shall report to their substantive place of posting without fail.

"The Chief Accounts Officer of the Directorate shall personally monitor the implementation of instructions in letter and spirit and liaison with concerned treasury officers for getting inputs about drawl of salary against the defaulters," the order reads.

As per the order, the teaching staff working in offices within the parent department or outside, "shall be deemed to have been relieved" and to report back to their original place of postings, forthwith.

"Any DDO who is found to have drawn salary of any such official in violation of the order shall face strict action including recommendation of RDA against him," the order reads.

Meanwhile, the CEOs have been instructed to furnish compliance report to the Directorate along with the requisite details of all such employees indicating Name, Actual Place of Posting, Place where working on Deployment Basis, Nature of Duties Assigned, Stay with Date at place of deployment, Reference of deployment or attachment Order, Date of reporting back at substantive place of posting and any other information "as may be deemed necessary."
