Langate, Nov 25: Apni Party President Altaf Bukhari on Tuesday strongly urged the Union Government to begin a direct dialogue with the people of Jammu and Kashmir and, following this dialogue, restore statehood as already promised.
He said bridging Dil ki doori (distance of hearts) is utmost important for a lasting peace and stability in J&K. He also urged the elected UT government to increase the domicile residency requirement from 15 years to 35 years and to revisit the reservation policy to make it balanced and judicious.
Altaf Bukhari condemned the ongoing arrests and voiced serious concern over recent incidents of harassment of Kashmiris in several places outside J&K.
He made these remarks while addressing a workers gathering in Kralagund area of the Langate Constituency, where the party launched public outreach campaign on Tuesday.
In his speech, Apni Party President said, We met and interacted with our senior workers here. The purpose of this meeting was to plan our strategy and reaffirm our agenda and policies, which have been proven right because they are rooted in truth and integrity. Even today, the manifesto we presented during last years Assembly elections remains relevant. Other parties made false promises and used misleading slogans, but we spoke about real issues and real problems. We promised that if we were given the mandate, we would address these issues effectively.
He further said, The real problems are the arrests of our youth, delays in the verification process required for jobs and passports, and people being called to police stations simply because they held a different ideology in the 1990s. These are the genuine issues affecting our people. We had promised that if we came to power, we would announce a general amnesty for the detainees. We would have ensured a dignified life for our youth and brought an end to the arrest spree. But unfortunately we were not voted to power.
He continued, We are the first political party that actually managed to secure something for the people of Jammu and Kashmir from New Delhian official order that our land and jobs would remain reserved for the people of this region. For the past 75 years other parties only giving things away to New Delhi.
Apni Party President explained it further, After August 5, 2019, anyone from outside J&K could have bought land here or applied for jobs. But it was the Apni Party that went to Delhi and ensured that a 15-year residency requirement was fixed for domicile eligibility. That was our achievement, and we never boasted about it. We did not even speak much about it, perhaps because soon after this happening, Covid pandemic outbreak. This is reason most people do not have any idea how J&K people succeeded to retain their special rights over land and jobs here despite the abrogation of Article 370 and 35A. The fact is that credit for this achievement goes to Apni Party that stood firmly at that time before the Government of India.
Five years have already passed since then, and now is the right time to extend the residency requirement for domicile. This power lies with the UT Government. I urge my workers to inform people about why increasing the residency period is important. Let people understand that demands like free electricity and other such issues are minor. They must press the government on the more important issuestrengthening the domicile law, He said.
He urged his party workers to reach out to the people and make them aware of what the Apni Party stands for and what it aims to achieve for them.

Urging the Centre to start a dialogue with the people of Jammu and Kashmir, Altaf Bukhari said, whether the government chooses to talk to Pakistan or not is entirely its own decision. But we firmly demand that a dialogue must begin immediately with the peopleespecially the youth of Jammu and Kashmir. Following this dialogue, statehood should be restored, as the Centre has already promised.
He said that all political parties in J&K must unite to push for a dialogue between the people and the Central Government, so that the path is cleared for the restoration of statehood and other important rights.
The Apni Party President said that time has proven that those who ran a vicious defamation campaign against the Apni Party are actually the ones working hand in glove with the BJP. History shows that the leaders of these parties gained power and even became Chief Ministers and Union ministers with BJPs support. They are the real proxies and B-teams of the BJP.
He said, We cannot be linked to that BJP. However, the Prime Minister is the leader of the entire country, and so is the Home Minister. Anyone who wants to work for the people of Jammu and Kashmir must cooperate with these national leaders. We cannot solve our problems without the active support of the Government of India.
On reservation issue, Altaf Bukhari further explained, Look at how unemployment is harming the future of our youngsters. Many of them are falling prey to the prevailing drug menace. Our youth deserve employment opportunities so they can lead normal and peaceful lives.
If the elected government fails to deliver even on these important matters, it is a shame for the government,Bukhari added.
On this occasion, Altaf Bukhari also spoke about the local issues faced by the people. He said, I firmly believe that the proposed Government Medical College (GMC) must be built at its approved site in Gund Chogal, Handwara. Any attempt to shift this project will be strongly opposed by the Apni Party. A huge sum of Rs 45 crore in public funds has already been spent, so the college must be completed at the approved location without any further delay.
The residents informed the Apni Party President about certain issues and problems that people in the Langate constituency are facing. They said that the Degree College he had approved as Education Minister in the erstwhile state has still not been built because land has not yet been allotted for it.
They also raised issues of a severe water crisis, poor infrastructure, and the shortage of lady doctors in local health centres.Altaf Bukhari assured them that he would take up these matters with the authorities concerned.
New Delhi, May 12: A massive protest organised by the National Students' Union of India (NSUI) broke out near the Shastri Bhawan on Tuesday, against the alleged paper leak in NEET-UG this year. The exam was held on May 3, following which allegations of paper leak surfaced, triggering investigations by the Rajasthan Special Operations Group (SOG) and central agencies. Earlier, the National Testing Agency (NTA) announced the cancellation of NEET-UG 2026, and said the examination will be re-conducted on dates to be notified separately. In a statement, the NTA said the decision was taken with the approval of the Government of India in the interest of maintaining transparency and preserving trust in the national examination system.
Srinagar, Feb 12: Jammu and Kashmir recorded over 15.48 lakh traffic violation cases in 2025, with authorities collecting more than Rs 34.17 crore as penalty under the Motor Vehicles Act, the Centre informed Parliament on Thursday. The information was shared in the Lok Sabha in response to a question raised by MP Janardan Singh Sigriwal. According to the official data, 15,48,525 challans were issued across the Union Territory in 2025, while the penalty amount recovered stood at Rs 34,17,36,740. The figures further show that in 2024, a total of 15,44,105 violations were registered with a penalty collection of around Rs 43.40 crore, while in 2023, 12,38,584 challans were issued and Rs 34.56 crore was collected. For the current year, till February 8, 2026, Jammu and Kashmir has recorded 1,63,531 traffic violation cases, with revenue collection of about Rs 2.11 crore. The Ministry of Road Transport and Highways stated that stricter penalties under the Motor Vehicles (Amendment) Act, 2019 are aimed at ensuring better compliance and deterrence. It also said that traffic enforcement falls under the jurisdiction of States and Union Territories. The government has issued a Standard Operating Procedure (SOP) for electronic monitoring and is promoting technology-driven enforcement through Automatic Number Plate Recognition (ANPR) cameras integrated with the VAHAN database. Awareness campaigns under the Sadak Suraksha Abhiyan are also being carried out to improve road safety.
New Delhi, Jan 25: The Dental Council of India (DCI) has directed all universities and dental colleges across the country to strictly ensure a minimum of 80 percent biometric attendance for Post Graduate students before allowing them to appear in examinations. The decision has been taken to curb absenteeism among postgraduate dental students. According to a circular issued by the Dental Council of India-a statutory body under the Ministry of Health and Family Welfare, Government of India, the decision has been taken after multiple complaints were received from dental colleges in Rajasthan, Haryana and Uttar Pradesh regarding non-attendance of PG students. "The matter was examined by the Grievance Sub-Committee of the DCI in its meeting held on November 24, 2025," the circular reads. It reads that after detailed discussion and deliberation, the committee recommended that all universities and dental colleges must ensure compliance with Regulation 18(a)(i) of the DCI Master of Dental Surgery Course Regulations, 2017, which mandates at least 80 per cent attendance. "The recommendation of the Grievance Sub-Committee has been approved by the Executive Committee of the Dental Council of India through circulation and has now been formally communicated for information and necessary action," the circular reads. As per the circular, all the universities and dental colleges have been directed to ensure minimum 80 per cent biometric attendance of all PG students before permitting them to appear in examinations. The order, issued by Deputy Secretary Dental Council of India Mukesh Kumar, is expected to be implemented with immediate effect across the country.
Srinagar, Jan 8: Contractual faculty members working in government degree colleges of Jammu and Kashmir Higher Education Department (HED) have expressed strong resentment over what they term as a glaring disparity in salaries, demanding revision of their pay in line with University Grants Commission (UGC) norms and regularisation of their services. The faculty, many of whom hold PhDs and are qualified through NET, SET and JRF, said they have been denied UGC-recommended pay scales despite discharging academic responsibilities equivalent to their regular counterparts. “Hundreds of highly qualified scholars have been pushed into silent suffering. For years, we have been assured that our pay revision is under consideration, but nothing has materialised so far,” said Dr Ishfaq Gowhar, a contractual faculty member. Earlier, Director Colleges J&K had acknowledged the legitimacy of the faculty’s demand, stating that while the issue was genuine, its implementation involved significant financial implications due to the large number of contractual appointments. “We are aware that they deserve salary enhancement, but the number of contractual faculty is huge and it has financial implications,” he earlier said. Dr Gowhar pointed out that contractual lecturers, who form the backbone of the higher education system, continue to work on a fixed monthly honorarium of Rs 28,000, which has remained unchanged for nearly a decade. “The irony is that a Class IV employee with a Class 10 qualification draws a salary exceeding Rs 50,000, while doctorate-holding teachers engaged in teaching, mentoring and academic research are paid a fraction of that,” he said. He added that institutions such as SKUAST-K, University of Kashmir and Islamic University of Science and Technology (IUST) have implemented revised UGC pay scales, but the Higher Education Department has failed to extend similar treatment to its contractual faculty. Dr Gowhar said the demand for “equal work, equal pay” gets prominently featured in election campaigns, raising hopes among contractual teachers. “Promises were made and slogans echoed during elections, but once the process ended, our voices were reduced to silence. Even meeting officials now feels impossible,” he said. He said contractual faculty were not seeking privileges but dignity, fairness and recognition for their service. The faculty appealed to the Jammu and Kashmir Lieutenant Governor Manoj Sinha, Chief Minister Omar Abdullah and the Education Minister to intervene and take concrete steps towards addressing their long-pending demands. “This issue is not merely about salaries. It is about survival, justice and dignity in the classrooms of Jammu and Kashmir,” he said.
Srinagar, March 6: Around 17 candidates from Jammu and Kashmir have qualified the Civil Services Examination (CSE)-2025, the result for which was declared by the Union Public Service Commission (UPSC) on Friday. The commission recommended a total of 958 candidates for appointment to the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and various central services. Anuj Agnihotri, an MBBS graduate, has topped the civil services examination 2025, while Rajeshwari Suve M and Akansh Dhull have got the second and third ranks respectively. According to the official list released by the UPSC the 17 candidates from J&K who have figured in the final merit list include Suvan Sharma (Rank 148), Sugandha Gupta (207), Towseef Ganie (Rank 254), Ritika (Rank 456), Sooyash Shivam (Rank 572), Muneeb Parrah (Rank 581), Ghulam Din (Rank 683), Dwarka Gaadhi (Rank 721), Akash (Rank 747), Koh E Safa (Rank 763), Yasaar (Rank 811), Abhishek (Rank 820), Pankaj (Rank 856), Mohammad Ajaz (Rank 869), Azhar (Rank 886), Sarfraz (Rank 936), and Irfan (Rank 957). The results were declared after conducting the written examination in August 2025 followed by the personality tests (interviews) conducted between December 2025 and February 2026. As per the result notification issue by the UPSC, a total of 958 candidates have been recommended for appointment against 1087 vacancies reported by the government for the examination cycle. These include 180 vacancies in the IAS, 55 in the IFS, 150 in the IPS, 507 in Central Services Group A and 195 in Group B services. Of the total recommended candidates, 317 are from the general category, 104 from the economically weaker sections, 306 from other backward classes, 158 from scheduled castes and 73 from scheduled tribes. A consolidated reserve list of 258 candidates has also been published in accordance with the rules. The claims of recommended candidates regarding reservation categories will be subject to verification by the concerned authorities. The UPSC has stated that the candidature of 348 recommended candidates has been kept provisional, while the result of the two candidates has been kept withheld. The CSE is conducted annually in three stages- preliminary, Mains and interview by the UPSC to select officers of the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others. The civil services (preliminary) examination 2025 was conducted on May 25 of 2025. A total of 937876 candidates applied for this examination, out of which 5,76,793 actually appeared in the test. A total of 14,161 candidates qualified for appearance in the written (Main) examination which was held in August, 2025. Of these, 2736 candidates had qualified for the personality test (interview) of the examination. Prime Minister Narendra Modi congratulated the candidates who qualified the UPSC exam. "Congratulations to all those who have successfully cleared the Civil Services Examination, 2025. Their dedication, perseverance and hard work have led to this significant milestone. Wishing them the very best as they embark on a journey of serving the nation and fulfilling the aspirations of the people," PM Modi wrote on his official X handle. "To those who may not have secured the desired outcome in the Civil Services Examination, I understand that such moments can be difficult. However, this is only one step in a larger journey. Many opportunities lie ahead, both in future examinations and in the many avenues through which you can contribute to our nation. My best wishes for the road ahead," his post on X reads. UPSC chairman Ajay Kumar announced the declaration of the result and congratulated the candidates who qualified the exam. "Congrats to all successful candidates as you begin a career of service to the nation. For those who did not make it-the learning from this journey will guide you in the paths ahead," UPSC Chairman wrote in a post on X. Among the 17 candidates from J&K who qualified UPSC exam inlcude a visually impaired candidate Irfan Ahmad Lone, a resident of Manzpora in the Naidkhai area of Bandipora.
Baramulla, Aug 12: In a major community outreach initiative, the Army organised a programme for the Gujjar-Bakarwal community at Bandibala (Sultanpur Kandi) in Baramulla, focusing on education, healthcare, skill development and access to government welfare schemes. The programme was conducted by 52 Rashtriya Rifles Battalion under the aegis of Headquarters 10 Sector Rashtriya Rifles/Counter Insurgency Force (Kilo), with 143 people from Bandibala and adjoining areas participating. A key highlight of the outreach was the distribution of solar lights among Gujjar-Bakarwal families residing in dhoks. The initiative is aimed at helping children continue their studies despite limited access to electricity in the remote seasonal settlements. The Army also organised a free medical camp and conducted awareness sessions on various government welfare schemes and benefits, besides interacting with local youth on skill development and career opportunities. During interactions with elders and community leaders, local issues were discussed with the objective of identifying concerns faced by the community and strengthening engagement between civilians and security forces. The outreach also laid emphasis on encouraging children to pursue education and motivating youth to explore avenues for employment, skill development and career advancement. The Army said the initiative was part of its continuing efforts towards community welfare and inclusive development, asserting that local communities have an important role in societal and nation-building. The programme provided an opportunity for direct interaction between residents and Army personnel and was aimed at further strengthening civil-military relations in the area. The Army said that beyond its primary responsibility of safeguarding the nation's borders, it continues to contribute to nation-building through such outreach initiatives, conveying the message of “Aman and Awam.”
Srinagar, Jul 4: Srinagar Airport on Saturday withdrew the previously proposed Notice to Airmen (NOTAM) envisaging full runway closure on Mondays and Tuesdays, announcing that flight operations will continue on all days this year. In an operational update posted on X, the airport said there will be no full airfield closure, while operational/watch hours will remain from 8:00 am to 5:00 pm. However, night-time runway maintenance will continue until October 2026. “Passengers are advised that there will be no full airfield closure at Srinagar Airport this year. Airport operations will continue on all days with operational/watch hours from 0800 hrs to 1700 hrs. Night closures for runway maintenance will continue until October 2026,” the airport said. The airport also announced that the previously proposed NOTAM regarding full runway closure on Mondays and Tuesdays has been withdrawn. It added that airlines will continue to update their schedules in accordance with the prevailing operational timings. Passengers have been advised to check the status of their flights with their respective airlines before leaving for the airport and rely only on official channels for authentic updates. (KNO)
Srinagar, Jun 24: Beneath a blanket of black flags and mourning banners, thousands of devotees streamed into Srinagar’s city centre at dawn on Wednesday as the traditional 8th Muharram procession began, transforming the Guru Bazar-Dalgate route into a river of mourners moving in remembrance of the martyrs of Karbala. From Guru Bazar to Dalgate, roads wore a sombre look. Sabeels, medical camps and volunteer-run service stalls lined the route, offering water, refreshments and assistance to participants, while elegies echoed through the streets as mourners joined the procession in large numbers. The procession commenced from Guru Bazar in the early morning hours and proceeded along the traditional route via Budshah Kadal and M.A. Road, with mourners carrying black standards and participating in commemorative rituals. “It is not just a procession, but it is a journey of remembrance and sacrifice. People wait all year to be part of this day,” said, Tahir Ali, a mourner from central Kashmir’s Budgam district. Another participant, Mubashir Hassan said the atmosphere reflected both grief and unity. “You can see people from every corner of Kashmir here. The arrangements by volunteers and authorities have helped everything move smoothly,” he said. As the procession advanced through the city centre, residents watched from roadside spaces, while volunteers remained busy attending to mourners and managing the service stalls set up along the route. Officials said elaborate arrangements had been put in place for the smooth conduct of the procession, including security deployment, drone surveillance, medical facilities, traffic regulation, sanitation measures, and uninterrupted essential services. Traffic diversions remained in force on major roads connected to the route, while designated parking facilities were made available for participants arriving from different districts and localities.
