Over 1200 2-wheeler riders booked for repeated helmet violations in J&K, Kashmir accounts for 1000

Srinagar, Jan 8: At least 1257 two-wheeler riders across Jammu and Kashmir have been identified for repeated violations of helmet norms, with over 1000 cases reported from the Kashmir division alone. The figures emerged during a data-driven traffic compliance review, highlighting a growing trend of habitual non-compliance with road safety regulations despite sustained enforcement and awareness campaigns. As per the official data revealed by Regional Transport Office (RTO) Kashmir, Srinagar district has topped the list with 1051 repeat offenders, making it the worst-performing region in terms of helmet compliance. Other districts recorded significantly lower numbers, including Budgam (52), Baramulla (19), Samba (19) and Pulwama (17). Smaller figures were also reported from Anantnag, Kupwara, Ganderbal and Bandipora. The RTO Kashmir on Thursday issued a public notice directing all two-wheeler owners in the Valley to clear pending challans within seven days, failing which strict legal action will be initiated under the Motor Vehicles Act, 1988. The measures include suspension of registration certificates and driving licences, besides seizure of vehicles. “It has come to the notice of the undersigned that several two-wheeler vehicles registered in districts under the Kashmir division are being plied on public roads in violation of the provisions of the Motor Vehicles Act, particularly riders and pillion riders not wearing helmets,” the notice reads. The data further reveals that many riders in Srinagar have been booked between five and eight times for the same offence, pointing to habitual violations. Officials said the trend reflects a serious disregard for road safety norms, especially in urban areas. “This is not merely occasional non-compliance but a pattern of repeated violations, particularly in city limits,” an official said. The RTO has warned that failure to clear outstanding challans within the stipulated timeframe will result in immediate enforcement action without any further notice. (KNO)

Drugs biggest challenge after terrorism in JK: DIG Maqsood Ul Zamaan

KS News Desk Baramulla, Jan 6: Drug abuse has emerged as the biggest challenge in Jammu and Kashmir after terrorism, Deputy Inspector General of Police, North Kashmir Range (NKR), Maqsood Ul Zamaan said on Tuesday, asserting that police are taking sustained and strong action to curb the menace. Talking to reporters here, the DIG said police in North Kashmir have made significant progress against drug trafficking, with large quantities of narcotic substances recovered and several people arrested in recent months. He said many of the accused involved in drug-related offences have also been detained under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT NDPS) Act. “The J&K Police cannot fight this battle alone. Public cooperation is crucial. Without the support of common people, achieving the desired success against drugs is not possible,” Maqsood Ul Zamaan said. The DIG said police have also begun attaching and seizing properties of drug traffickers as part of efforts to dismantle the entire network and cut off financial links. Responding to a question on the use of virtual private networks (VPNs), Ul Zamaan said such tools are often misused to conceal illegal activities and that their misuse is being closely monitored as it could pose a threat to national security. On infiltration attempts in North Kashmir, the DIG said the region being a border area remains sensitive, but security agencies have put robust arrangements in place. “The situation is under constant surveillance, and security forces are fully alert,” he said. Zamaan reiterated that police would continue to intensify operations against drug trafficking while simultaneously seeking cooperation from the public to address the problem effectively. (KNS)

Fire and Emergency Services JK responds to over 6000 perilous calls in 2025

Department saves property worth Rs 5,000 crore, fire incidents decline 25 percent,KS News DeskJammu, Jan 01: The Fire and Emergency Services (F&ES) Jammu and Kashmir responded to 6,039 fire calls, 59 rescue calls and 53 false alarms across the Union Territory in 2025, officials said.As per the official figures, the department deployed 322 fire tenders and Quick Response Vehicles (QRVs) supported by 2,157 personnel, saving property worth approximately ?5,000 crore while limiting losses to around ?300 crore.The number of fire incidents declined to 6,039 in 2025 from 8,033 in 2024, a reduction of about 25 percent, attributed to intensified prevention drives and public awareness campaigns.Director Fire and Emergency Services, Alok Kumar, said the department continued its Har Ghar Fire Fighter campaign, conducting 9,887 awareness programmes across schools, hospitals, nursing homes and other establishments, reaching over 10.3 lakh people.Officials said fire tenders, QRVs and fire pumps were pre-positioned at vulnerable locations during extreme weather, and local volunteers were trained in basic firefighting. Institutional audits were conducted at 3,728 hospitals, hotels, schools, government offices and commercial establishments, with recommendations issued to improve fire safety infrastructure.The department also supported flood operations in Anantnag and Srinagar, rescue operations in border districts under Operation Sindoor, and fire safety during the Amarnathji Yatra by establishing more than 30 temporary fire stations.A new Fire Training Centre at Bari Brahmana trained two batches in Basic Firemanship and six batches in refresher courses.Officials said the achievements reflect a holistic approach combining operational readiness, prevention, training and community participation to safeguard lives and property across the Union Territory. But here, our boats are empty, said Ghulam Nabi, a houseboat owner from Dal Lake. It feels like tourists have forgotten that Srinagar exists, he added.Notably, despite a packed tourist season in Gulmarg and Pahalgam, where hotels are running full, Dal and Nigeen lakes narrate a different story.The charm of the floating hotels, once popular with couples, filmmakers and other people from different parts of the world has faded amid changing travel trends and the winter chill."Tourists are preferring snow-covered resorts, which could be one of the reasons for the emptiness of Dal Lake," said a houseboat owner. Running a houseboat in winter is costly, with high expenses for heating, frozen water pipes and maintenance, said Manzoor Ahmad, who has been in the business for over decades. When guests don t come, it s a double loss. Pertinently, Srinagar s houseboats have long been the face of Kashmir s tourism, offering visitors a unique experience of living on the serene Dal and Nigeen lakes.Once numbering over 3,000, only around 750 remain operational today due to decades of restrictions on repairs, declining water quality and shifting tourist preferences. Drug addiction major warning signal: Divisional Commissioner Kashmir

Stresses role of Imams, community leaders in curbing menace; DC Srinagar highlights rehabilitation, deterrence measuresRehan Qayoom MirSrinagar, Jan 3: The Divisional Commissioner Kashmir, Anshul Garg on Saturday called for a united social response to tackle the growing challenge of substance abuse. He termed it one of the gravest social issues facing Jammu and Kashmir.Speaking at an Orientation-cum-Capacity Building Workshop for Masjid Imams and Religious Scholars held at the Institute of Mental Health and Neurosciences (IMHANS), Rainawari, the Divisional Commissioner said the problem has intensified rapidly, with cases of drug abuse having "tripled in the last three years". Drug addiction is a major warning signal and has become a big problem for all of us. This issue has multiplied three times in the last three and a half years. This is alarming, he said.The programme, organised by the District Administration Srinagar, aimed at highlighting the pivotal role of religious scholars in creating awareness and eradicating the menace of drug abuse.It was attended by over a hundred prominent Imams and Ulemas from across the Valley, besides senior officials, mental health experts and civil society members.In his address, the Divisional Commissioner said the government has adopted a three-stage approach to fight substance abuse, with awareness campaigns, early identification of victims and professional counselling for rehabilitation.He stressed the importance of involving all stakeholders, religious leaders, educators, parents and youth volunteers to build a coordinated network for early intervention and prevention. A massive awareness campaign is going on in J&K under the close monitoring of the Chief Secretary. Religious leaders have a huge influence in shaping public behaviour, and their participation is vital in spreading the message that drug consumption is not only prohibited in all religions but also destroys families and society, he said.Garg added that helpline numbers of de-addiction and counselling centres are being widely circulated to assist those seeking help and that similar training and awareness programmes will soon be extended to all districts of Kashmir. We are trying to involve all religious leaders of Srinagar in this fight so they can inform society about this problem. They have already been part of the campaign, but we are giving new energy to it, he said.The Divisional Commissioner further pointed out that the administration is focusing on strengthening the community counselling network through five-day training sessions for counsellors across health and educational institutions. Our goal is to make every section of society an active partner in building a drug-free Kashmir, he said.Expressing concern over the increasing involvement of youth, he said, We have found that young people, whether in schools, coaching centres, or colleges, are getting trapped in addiction. Heroin use, in particular, is rising. This is a serious concern for the entire society. Deputy Commissioner (DC) Srinagar, Akshay Labroo, who attended the event as the Guest of Honour, termed the rising drug addiction a matter of "grave concern".He called for collective efforts from all sections of society to uproot the menace.The DC said the administration has rolled out a rehabilitation policy to bring back drug victims into the social fold and has strengthened deterrence measures to break the supply chain and crush drug peddling in the district. While the administration is taking strong measures to curb the supply and support rehabilitation, religious scholars and parents have a moral responsibility to play their part. Drug abuse not only destroys the life of an addict but also tears apart families, Labroo said.Medical experts, including Prof (Dr) Iffat Hassan and Prof (Dr) Arshad Hussain, Head of Psychiatry, IMHANS-GMC Srinagar, spoke on the growing burden of substance use disorders in Kashmir and stressed the need for early intervention, stigma reduction, and community participation. Imams are trusted figures in our community, and their sermons can be powerful tools in prevention and awareness, Prof Iffat said.Earlier, mental health professionals delivered detailed presentations on the medical, psychological and social dimensions of drug abuse, highlighting existing policies, treatment protocols, and preventive services available in Kashmir.They urged sustained, community-based awareness efforts and timely identification of symptoms to save lives.The Divisional Commissioner appealed to citizens to view drug addiction as a shared social responsibility. As a society, we must come together. Every parent, teacher, Imam and youth must be part of this movement. Devise robust system to ensure convictions in NDPS, UAPA cases to break narco-criminal, terror ecosystem: IGP Kashmir

Chairs Annual Crime Review Meeting of Kashmir Zone at PCR KashmirKS News DeskSrinagar, Dec 28: Inspector General of Police (IGP) V K Birdi on Saturday chaired an annual crime review meeting at Police Control Room, Kashmir.The meeting was attended by all Range DIGs of Kashmir Zone, all District SSPs of Kashmir Zone, JDP ZPHQ, and other senior officers.During the meeting, the participating officers briefed the IGP Kashmir about the overall crime situation in the Kashmir Zone and highlighted their efforts in preventing crime and improving the quality of investigation."Besides general crime, the meeting revolved around the investigation of cases falling under the UAPA, the status of property attachment in UAPA cases, terror-related and terror-financing cases, detention under the PSA, NDPS/narco-terror cases, and POCSO cases," a Police handout reads.In addition, action taken under preventive measures, pending inquest proceedings, and the arrest of absconders were also discussed in the meeting.The District SSPs gave detailed presentations for their respective districts, highlighting their crime prevention efforts, registration of FIRs and e-FIRs, the status of investigations, and the disposal of cases in their jurisdictions.IGP Kashmir reviewed the general crime investigation and appreciated the efforts of the district heads in crime prevention. Kashmir sees multiple fire incidents in 24 hours

Srinagar, Budgam remain incident-freeKS News DeskSrinagar, Dec 28 (KNC): Fire and Emergency Services Kashmir Division attended several fire incidents across different districts of the Valley during the last 24 hours, while Srinagar and Budgam districts recorded zero fire calls, officials said.According to details shared by Fire and Emergency Services, the incidents were reported between 10 am on December 27 and 10 am on December 28. The absence of fire incidents in Srinagar and Budgam was attributed to improved preparedness, heightened public awareness, and effective fire prevention measures.Elsewhere in the Valley, a fire incident involving a haystack (cow grass fodder) was reported at Yashpora in Anantnag district. In Tangmarg area of Sopore, a fire broke out in a double-storied Tehsil Office building; however, timely intervention by fire personnel prevented further damage.In Mir Mohalla, Hajin area of Bandipora district, a fire involving an electricity transformer was successfully controlled, averting a major risk to the locality. Another fire incident in Rajpora, Pulwama caused damage to poplar trees and around 2,000 bundles of hay grass. Kashmir rural areas recorded 15% decline in accidents, 22% drop in fatalities in 2025: SSP Traffic

Rehan Qayoom Mir Srinagar, Dec 31: Rural area in the Kashmir Valley recorded a 15 percent decline in road accidents and a 22 percent reduction in fatalities in 2025 compared to the previous year, officials said on Wednesday. Addressing media persons at the year-end press conference, SSP Traffic Rural Kashmir R P Singh said the department has successfully implemented a series of enforcement and awareness measures to enhance road safety across rural areas of Kashmir."As compared to 2024, 2025 witnessed a 15 percent decrease in accidents and 22 percent decline in deaths. Last year, we recorded 1,179 accidents and 279 deaths, while this year figures dropped to 1,000 accidents and 210 deaths," he said. He attributed the improvement to collective efforts involving district police, civil and municipal administration, engineering wings, the Beacon authorities, and educational institutions. He also acknowledged the contribution of media outlets, NGOs and student volunteers, particularly from NCC and higher secondary schools, in amplifying awareness campaigns."The purpose of these drives is to save lives and ensure safer roads. Every life lost in an accident leaves a family devastated. Our mission is to prevent that," he said.SSP Singh also noted significant behavioural changes among commuters, observing that 80 percent of drivers now wear seatbelts and 90 percent of two-wheeler riders use helmets, while shopkeepers and pedestrians are also cooperating by avoiding encroachments and using footpaths."Media has played a vital role in spreading our messages and ensuring compliance. Your encouragement has kept us on track," he told reporters.The officer further urged sustained cooperation from all stakeholders in the upcoming year to maintain the positive trend and reduce accidents even further. Sopore Police wrap 2025 with major strikes on crime, drugs, cyber fraud

Register 60 NDPS cases, attach 10 properties, destroy drugs worth Rs 94 lacs, seize 599 vehicles, recover Rs 81 lacs in cyber fraudKS News DeskSopore, Dec 31: Sopore Police recorded substantial achievements across multiple domains during the year 2025, reaffirming its firm commitment to crime prevention, public safety, community engagement, and zero tolerance towards drugs, crime, and anti-social activities.During the year, Sopore Police, registered 60 cases under the NDPS Act, achieving an impressive disposal rate of 90.90%, and executed 20 warrants under the PIT NDPS Act. As part of sustained action against organised crime and criminal networks, 10 properties were attached, including 07 properties of proclaimed offenders and 03 properties linked to NDPS cases.Narcotics and psychotropic substances worth over ?94 lakh were seized and destroyed. Property worth approximately ?40 lakh was recovered in burglary and theft cases, while stolen vehicles valued at over ?10 lakh were also recovered during the year.Alongside enforcement, Sopore Police carried out a comprehensive anti-drug campaign through 125 awareness programmes, 12 rallies, workshops, community engagement programmes, medical camps, debates, and a T-20 Cricket Tournament, aimed at sensitising youth and the wider community against drug abuse.To strengthen police-public relations and participative policing, Sopore Police conducted over 90 Thana-Divas, more than 60 PCPG meetings, over 30 Civic Action Programme (CAP) activities, and several other public interaction initiatives, fostering trust and cooperative policing across the district.In order to ensure effective implementation and public understanding of the reformed legal framework, 69 awareness programmes were organised on the new criminal laws during the year.Special traffic arrangements were made during peak periods, particularly during the seasonal fruit trade. Enforcement action resulted in 599 vehicles seized and 903 challans issued, contributing to improved traffic discipline and road safety.A focused crackdown on illegal mining led to the seizure of more than 200 vehicles and imposition of fines amounting to over ?37 lakh, ensuring protection of natural resources and public property.In the domain of cyber safety, Sopore Police recovered over ?81 lakh in cyber fraud cases and disposed of 249 financial fraud complaints and 97 social media complaints. Preventive action was taken against 43 adverse social media handles, several lost mobile phones were recovered, fake social media accounts were blocked, and propaganda handles were identified and acted upon. Additionally, over 10 cyber awareness programmes were conducted, supported by round-the-clock monitoring of suspect online activities.Sopore Police have reaffirmed their commitment to professional policing, swift action, community trust, and sustained pressure against crime, drugs, and anti-national activities, while continuing efforts to ensure peace, safety, and rule of law across Police District Sopore.

I have said this again and again, he said.He criticised the replacement of the Mahatma Gandhi-linked scheme with the G. Ramji bill and said removing Mahatma Gandhis name was wrong and asked how such a name could be used for a bill.He said that after the change, the responsibility of the scheme was shifted to the states and that this would affect states like Jammu and Kashmir. Omar said several changes have been made and that states like his would not benefit.On snowfall preparedness, the Chief Minister said the administration has completed arrangements across both divisions.I myself came to Srinagar and took a meeting. Both divisions, Kashmir division and Jammu division, especially areas where snowfall is expected, all districts of the Valley and mountainous areas of Jammu, the administration has made all the preparations on its own, he said.He said the adequacy of preparations will be known once snowfall begins.Whether the preparations are enough or not, we will find out tomorrow when the snowfall will begin, he said.The Chief Minister said people should not complain if difficulties arise. Even if we face difficulties due to snowfall, I dont think anyone should complain because we have been waiting for this snow, he said.He said snowfall will help reduce pollution and support winter tourism. 'Results likely to get delayed in absence of Chairman' Jammu, Jan 7: The Jammu and Kashmir Board of School Education (JKBOSE) on Wednesday said the result of the class 10th examinations will be declared soon after the appointment of the Chairman of the Board. The statement comes amid the uncertainty about the declaration of the results by JKBOSE. In an official handout issued here, JKBOSE has advised students not to pay heed to fake links and websites announcing declaration of class 10 results. "Result of class 10th will be declared within few days soon after the appointment of new Chairman," the statement reads. The JKBOSE has stated that the results of annual examination of class 10 of Kashmir valley and winter zone areas of Jammu Division are almost ready. "But its approval by Result Declaration Committee headed by BOSE Chairman is a pre- requisite before its declaration. In absence of the Chairman the results are likely to get a little delayed," it reads. The JKBOSE officials have advised the students to wait for the formal declaration on the official website of the Board- www.jkbose.nic.in. "Students should not get misled by scamesters and fake narratives circulated by some mischievous elements, whose sole aim is to create confusion in the innocent student community," the statement reads.

Munaf-ul-Raquib who holds a B.Tech in Aerospace Engineering, has gained international recognition for his research on black holes and cosmology. Munaf-ul-Raquib revealed that his paper on the thermodynamics of black holes was recently published in the International Journal of Science and Research (IJSR). “About a year ago, I conducted research on the gravity of black holes and cosmology, which has now been published in IJSR,” he said. He said that since his research was published in the international journal, he has been receiving opportunities from various countries to participate in research dialogues. Raquib added that in the coming months he is scheduled to participate in international conferences in Paris on April 16 and later in Amsterdam, the Netherlands. The Sopore aerospace engineer noted that he is also participating in various conferences across different countries. Speaking about his research, Munaf-ul-Raquib addressed a fundamental paradox in astrophysics: how black holes can appear to violate thermodynamic laws, particularly concerning entropy.“If we observe a black hole, it seems to contradict thermodynamic principles,” he said. Using the frameworks of Anti-de Sitter space (AdS) and Conformal Field Theory (CFT), Raqeeb’s research proposes a theoretical model that reconciles black hole mechanics with thermodynamics. “In this paper, I have explained how a black hole can function without violating thermodynamic laws,” he said. He described the achievement as both personal and symbolic. “It is a proud moment for me to represent my state, especially Sopore, on an international platform,” he said. Raqeeb shared that Astrophysics was his childhood dream, and his grandfather encouraged me immensely. "After my grandfather passed away during the Covid-19 pandemic, my parents continued to champion my aspirations. My parents left no stone unturned in helping me pursue my dreams,” he said. He said that his academic path included taking the JEE and later the AME CET entrance exams, through which he secured a seat in aerospace engineering at the Nasik Research Centre. “My parents not only supported me morally but also created an environment where I could pursue my dreams freely,” he said. He emphasized the role of family in nurturing talent. “Just as my parents supported me, it is the responsibility of all parents to help their children follow their dreams.” “Young people should avoid wrong practices. They must dream of a beautiful tomorrow but work hard today to make their parents proud,” he further added.

KU makes biometric attendance mandatory for students in private colleges

Srinagar, Jan 8: The University of Kashmir (KU) has made the biometric attendance mandatory for the students of its affiliated colleges from Academic session 2026-27. The development comes in wake of the complaints about the thin attendance of the students in various private B.Ed colleges affiliated with the Kashmir University. A circular in this regard  has been issued by the Assistant Registrar Dean Colleges Development Council (DCDC) of the University. "All the Chairpersons and Principals of private affiliated colleges of the University of Kashmir are hereby informed that biometric attendance for all the enrolled students and staff has been made mandatory from the year 2026-27," the KU circular reads. The Principals of all the affiliated colleges have been directed to install biometric attendance machines in their respective institutions on or before the commencement of the Academic year 2026-27 under intimation to the Dean College Development Council of the University. "The college shall also ensure proper upkeep, maintenance, and systematic preservation of all biometric attendance records for future reference and verification," it reads. The Colleges have been directed to comply with this directive "without fail." The move comes in wake of the inspections conducted last year by the DCDC of KU in various B.Ed colleges where most of the students were found absent. An official said that there were complaints about the poor attendance of the students in B.Ed colleges. "The students do not attend their B.Ed classes regularly which defeats the purpose of the course," the official said. Earlier, DCDC of KU earlier barred the B.Ed students to appear in teh semester exams for falling short of attendance. The decision was taken in wake of the surprise inspection conducted by Dean College Development Council (DCDC) in various B.Ed colleges of Kashmir in June-July month of 2025 and several students were found absent from the classes. Following this, the students were directed to attend supplementary classes to complete the recommended attendance for appearing in their exams. Also, the exam of these students was deferred by few months.

DSEK pulls up officers with additional DDO powers for overstepping administrative powers

Srinagar, Jan 8: The Director of School Education Kashmir (DSEK) has pulled up the officers vested with the powers of Drawing and Disbursing Officers (DDOs) as their additional assignment, for indulging in administrative works, beyond their domain. As per the order issued by the Director School Education Kashmir Naseer Ahmad Wani, the officers having additional DDO powers, have been reprimanded for going beyond their role of duties. "It has come to the notice of the DSEK that many officers of the department vested with DDOs powers are affecting transfers and doing administrative works having no authority to do so," the order reads. As per the order, all these DDOs holding charge in additional capacity have been asked to utilise the powers for the purpose of drawing and disbursing salary and other financial matters within the limits of the authority. "The officers shall not exercise any administrative powers particularly with respect to the transfer of staff," it reads. The DSEK has warned of disciplinary action in case of violation of the order by any officers. "Any deviation from the instant order shall be viewed seriously and invite disciplinary action," it reads.

Mehbooba Mufti breaks down remembering late Mufti Mohammad Sayeed

Overcome with emotion during her address, Mehbooba Mufti broke down while remembering her father, describing him as a statesman who believed in peace, courage and people-centric politics. “On the 10th death anniversary of Mufti Mohammad Sayeed Sahab, we honour a leader whose legacy of reconciliation, courage and commitment to the people continues to inspire us,” she said.
